I am very concerned about the proposals that DOD has put forth concerning NSPS. You are proposing to treat me like I am the enemy instead of someone who is providing support and needed equipment to the soldiers. I have 27 years of government service and 3 of those years were actually being in the Army. From the sounds of this, I think that I was probably treated better while serving. Under Subpart B, Classification you are not providing very many details about your plans on setting up the pay bands nor how the pay pools will actually work. The job descriptions were not set up by the average Joe. This is your own HR system that you are criticizing. I like having a job description that makes me aware of what my duties and responsibilities are, not something that is going to be very vague and general. I have always been a flexible employee. If management needed someone for a detail, they have never had any trouble finding volunteers. We have people that volunteer to go Iraq even! Like I already mentioned I have done my time in the military and I do not want to be deployed. You should not expect that or mess with my pay or chance of promotions. I receive an annual appraisal now and chances are if I receive an Exceptional rating, I will receive an award. Subpart C and D, will greatly reduce the chance of that happening. If I perform well, management already has several different options now to show that they appreciate my work. If my performance is not where it should be, they also have the tools in place to deal with that situation also. You are proposing to remove any type of guarantee that I might have had to a pay increase or incentive. There isn't anything that states that there will be enough money in the pay pool to receive what I have coming to me. All that this is going to do is pit me against my coworkers. You state in Subpart E and F that my Veteran's preference will not be changed. I disagree with that because if the competitive area is reduced in a RIF, my chances of being laid off increase greatly. If there had not been so much abuse in the past with hiring people, the rules would not be so complicated. Management is the one that abused the system by hiring all their relatives and friends. I want my seniority to count!!! I have put in 27 dedicated years to DOD, and that should count for something. Seniority should always come before who is the brown noser or back stabber. I have never had an adverse action against me. If I ever do, I want to know that there is a grievance procedure or a neutral third party that will hear all the facts. What you propose in Subpart G and H will remove that. I have seen other coworkers removed during a RIF that should not have been. I have seen other coworkers receive discipline or removal for no other reason than they did not get along with the supervisor. When these types of instances happen, your so called internal board is and will be a farce. Subpart I, the Labor-Management Relations is not even humane. Without the Union and a negotiated agreement, there will be no checks and balances. Management cannot have the right to change my working conditions at the drop of the hat. I have a family to care for and a life to live. The workforce needs to have a say in what is going to affect them. I can not work first shift today and then second shift tomorrow. I will admit that there are some things/areas that need to be worked on and some changes made but this is not it! You are going to make me a second class citizen if this is what is implemented. This was not the intent of Congress and I will be notifying them of this injustice. If this is implemented the way it is now - I wish to God that I could retire in June!
