I had worked for the government for 10 years and from reading the NSPS proposals in the Federal Register, I am thankful that I do not work for DOD any longer. I am retired now from private industry and was thinking about looking for part time employment with the government again, but no longer. I am going to wait to see what the end result is before I apply for a job. I started with Subpart B and thought "they can't be serious" and then by the time I read through Subpart I, I just could not believe what I was reading. You are looking at removing any rights that the federal employees might have and giving management total control over everything. I realized when I was working there that there were numerous areas that the unions could not negotiate over unlike the private sector but I still knew what to expect concerning certain things. I knew that because of my seniority I would probably be on second shift. I also knew that I would receive shift differential. I knew how long I would be working that shift because at certain times of the year, they would have staffing notices again. Hopefully, someone would volunteer for second shift and if nobody did, I would remain on that shift. I knew when I would be eligible for a step increase at a certain time. I knew at the end of the year there would be an annual wage increase. I knew that if I did my job well, there was a probability of receiving some type of award. I knew what my hours would be from day to day. I knew that I would not be sent halfway around the world unless I volunteered for it. I knew that when I was hired on it was because of my ability to perform the job. I knew what was expected out of me when I came to work. With your proposals, nobody is going to know anything. I cannot work nor live under those set of circumstances, and nobody else should have to either. The one thing that I am certain of - I am not going to be applying for a federal position. I sincerely hope that you will give my comments serious consideration and rethink your position. Not only are you going to have a hard time recruiting for the military, you can add civilian employees to that list also. Robert Scott Silvis, Ill
