Pay Band: Workers will be cheated when advancement, promotion and pay decisions are given over to the sole discretion of a supervisor. If I have a co-worker that moves to a supervisor position and dislikes me for some personal reason, I WILL get the minimum pay increase. I am a veteran and has worked for the gov't for 31/2 yrs. It's obvious how the buddy-buddy system works within civil service. Its not fair for individual pay increases to depend on one individual. If a person is not performing, they should not get the increase.
