I have several concerns regarding your NSPS proposals. I am concerned about the whole thing actually but I am going to touch on a few. I have already served a year long probationary period and cannot understand why anyone should have to do it again. If I was to better myself and go to college, I would not want to apply for another position and have to go through it all over again. What your telling me is that I could be a probationary employee for the rest of my life. This does not give me much incentive to get ahead according to Subpart E. I could be working side by side with another employee and doing the same job, yet they could be getting paid more than me and have less time than me. I don't like that proposal at all! You are going base my whole livelihood on one persons opinion of me that will have an effect on my pay and appraisals. I could do a great job yet if we have a personality conflict (which often happens) he/she could make my life miserable and I would not have any recourse. According to Subpart H and I, you are going to remove any appeal or grievance rights that I have now. I would not be able to grieve my rating yet you want everything to be based on performance. We have the 360 appraisal system, which I believe to be totally fair. I have coworkers, customers, myself, and the manager all rate me instead of just one individual. We have even decided as a team who should be awarded and at times we have all split the amount of the award money. You are even going to remove my right to MSPB if I am removed in a case of a RIF. I have two small children to care for and I have to know before hand what my working hours will be. I cannot be told at the end of the day that I have to work overtime for 4 hours without being able to plan for it. You are even stating that you want to change the premium pay - you don't know how yet, but your looking at it. I do not want to work any extra hours if I am not going to be compensated for it. That is in your proposals under Subpart C and D. You seem to be forgetting that I am a civilian. I am not in the military who are expected to be on duty 24/7.
