This new proposal has good and bad points as most ideas do. I feel more bad than good. If your supervisor does not like you, no matter how hard you work, you will never advance. The merit system is a good way to advance, but if more than one member is performing above and beyond, someone will be left out. It will get rid of the dead weight ( good point ) but I'm sure members will leave civil service if they are never advanced or receive a raise. This will save the government money which is the main reason, but the savings will go to develop and rebuild the war zone in the middle east. Take from one pot to fill another. A revision of how to get rid of the dead weight and how to reward those who go abovd anb beyond should be looked at.
