Entirely too much authority is given to management to determine everything from pay raises to termination. With over 30 years of federal service I have noted that management cannot be partial when it comes to making judgements on workers. Many times, once an impression is made about a worker, that impression will stay with him / her through an entire career no matter what that person does to try and change it. Checks and balances are in place now, they won't be under the new system.
