Comments:
I will be retiring soon from DoD but I have an opinion I want to make. Many of the DoD civilians have military supervisors who rotate every two to three years. Giving a supervisor this much control over your pay raises is not an equal or fair system. The civilians are the stable worker who will long be here working while the military come and go. How can a military supervisor even begin to know the full performance of his civilian employee when they are not here long enough. I also believe this will cause resentment among co-workers and create a very unhealthy work place.
