I am a new DOD employee at NNSY and first learned of the proposed NSPS system after I began working. I find it hard to believe that people are actually pushing to enact a system that isn't even complete yet. There is very little specifics on how the system will work. When will hard numbers come out for the rating scale or how much % stock will be associated with each score? What minimum rating would be required just to maintain cost of living and inflation increases? Are new employees going to be measured against experienced employees by the same standards? What about specific positions that are (were) guaranteed step increases after certain times/goals were completed? What steps will be put into place to ensure supervisor evaluations (the sole purpose of determining pay raises) are not influenced by personal feelings/friendships? How do we know that this system will not support cronyism and nepotism? In addition to the shortcomings of the system itself, why were the unions not involved in the design of the new system as required by law? What actual research/testing has been performed to show that the NSPS will increase worker performance/motivation as it claims? As a new employee, although I do admit I do not completely understand all aspects of the proposed new system, I am quite concerned that I will not receive the pay I would under the current GS system throughout my career regardless of how motivated or successful of an employee that I am. I can state that as a former member of the Armed Forces, my support for them, ie how serious I take my job, is unwavering.
