9901.607 Paragraph (a) lists four criteria. Are the criteria to be used in the order the regulation lists them? If that is the case, then regulation should state that DoD is required to use the criteria in the order listed. If that is not the case, then the regulation should state the DoD is NOT required to use the criteria in the order listed.
