We do not need another layer of government doing the same thing as our present personnel system. The cost will be enormous. As a taxpayer, I do not feel there is any need for the DOD, to have the authority to establish their own NSPS (Civilian Federal ersonnel system). The cost will be enormous and we already budget overruns and cuts in programs that our necessary for the well being of human life. I believe this would create a military state...people who are not in uniform but will be controlled solely by the military. This is a step back our individual freedom and democracy for all people. It undermines the rights of workers to have fair employment rights. Please do not implement this scary piece of legislation. Stop Department of Defense in allowing this. The National Security Personnel System (NSPS), as enacted by section 1101 of the national Defense Authorization Act for Fiscal Year 2004 (NDAA FY04), Public Law 108-136 (November 24, 2003), is contained in various subsections of section 9902 of title 5, nited States Code. It was slid into the budget bill, I believe. It’s suppose to allow the Department of Defense to establish a civilian personnel management system for the Defense (DoD) to be a more competitive and progressive employer (a play on words, it means military domineering and total controlling civilian workers) at a time when our country’s national security (scare-tatics) demands a highly responsive system of civilian (which we have already and have always have). He have a system and people who are already highly responsive and and very dedicated to the safety and security of the United States of America. I was a former civilian employee for the DOD and I gave my all to my job. Thank you for your time. Diana Pruski
