NSPS sounds like a good idea to me. I am relatively new to the Civilian side of DoD and can see this benefiting us tremendously. I don't want to offend other's with my comment's, but NSPS will probably get rid of poor performers and those that are trying to coast through the system for there final years before retirement. I work in an agency that has a significant amount of duplication, with employees that fail to train themselves, seek funding for training and refuse to take on additional duties and they still get the same incentives that hardworking employees get. I am a hard working and dedicated who can handle being paid by performance bceause I know my I will perform. NSPS is a welcome and needed change.
