You could avoid what I am assuming will be numerous legal disputes by bringing NSPS onboard the same way that FERS was introduced to replace CSRS in the late 1980's. Make it applicable to all new federal employees and allow current employees to convert if they choose. The unions and special interest groups have no reason to fight for the rights of future empoyees! You would also need to make NSPS somewhat more user friendly than it now appears in order to attract current employees. Based on what I have read of NSPS, and what I have observed over the past two decades, the majority of bonus funds will infrequently trickle down out of the upper statums of management.
