View: The Civil Service Act was enacted to counter what was referred to at that point in time as the "Spoils System". I have been very fortunate in my civil service career to have been supervised by fair minded professionals. However, I have observed nepotism and flagrant misuse of authority my other managers in promoting other employees. It seems to me the intent of this proposal is to reward those that are an asset to their activities mission and to exclude those persons from advancemnt that are not mission oriented. From my 26 years of civil service I have also observed those persons that should have had their employment by the government severed many years ago. I would propose maintaining the current pay structure to prevent the return of the "spoils system" and strengthen or propose new vehicles to terminate employees that do not produce. We won two world wars and put a man on the moon with the civil service system in place. Repair the disiplinary portion of the present plan and leave the remainder untouched.
