I have a few concerns at this time. One is that although it is a good idea that better performers are paid move, it is left up to human beings to decide who these performers are. Within my management structure, if you stick up for yourself when federal labor laws are violated, or stand up when people are being discriminated against, management labels you a trouble maker. I feel management would use this, as they currently use their power in giving awards, to negatively impact individuals whom they don't like. Right now there are procedures in place to keep people who are not doing a good job from getting their next promotion. I feel these are appropriate. I also feel it is a good idea to have two year probationary periods, as you can pretty much tell in this timeperiod if an individual is going to catch on to the position in this timeperiod or not. With the one year probationary positions, some employees slip by who turn up later not to be able to do their jobs, and if the managers had two years to over see their work they would be better prepared to determine whether or not the individual will do a good job or not.
