Both your website and the information briefings we have received through 9 March 2005 provide very little detail regarding various areas of concern to employees that will come under NSPS. For instance, there is no information on oversight/evaluation of performance standards established by different supervisors for similar work. Thus, two or more employees responsible for the same functions in an activity or department may have their performance measured by uneven standards. Likewise, there is very little guidance on how performance pay pools will be defined or the means by which agencies will insure transparency and fairness in the system. In sum, so much of NSPS is left "to be determined" that there is not much of a basis for confidence that the system will work as advertised. Would you buy a car from a dealer that cannot tell you the performance specifications, the final cost to you, the warranty terms, and what the option packages include?? Would: Your old car does not work; this one does everything better; I cannot tell you how exactly;and the price is subject to change without notice - suffice?
