My comment is concerning SEC 7571, 12. UNFAIR LABOR PRACTICES. I am a civilian that has only military supervisors. The only assurance civilians have in a military work environment is that we have collective bargaining agreements with management that spells-out what is expected of employees and employers, so that every year when we get a new supervisor that wants to change the way things are done, whether right or wrong, we civilians had the Union to help with grievances and unfair labor practices. If you take away the Unions ability to bargain collectively, you will take away a fundamental right given to civilians. No one wants to have a tyrant military management that can use their power in an unjust manner, which some do more times than not, with civilians having abosolutely no redress. And also, I would like to see specific information in the Federal Register about military management over civilians and the specific types of training that they will be requied to recieve. One training I would suggest is how to treat your civilian employees like civilians, not soldiers!
