This looks and reads to me like a horror story. All this says to me is congress wants to take away our constituional right for union representation, work place discrimination and cost of living raises. Cost of living raises are given to the posistion not the person doing the job. NSPS is not rewarding outstanding performers, it is not creating a performance based pay system or performance based awards program. It is a program that will give raises to some and nothing to the rest and that will be much lower than the national average of cost of living allowances. This has nothing to do with creating a work force of outstanding employees who bust their butts 80 hrs a week for 40 hrs of pay. It has to do with taking away our rights for unfair treatment. It has to do with taking away our rights for representation from our federally recognized unions. This has to do with taking away my right as a us citizen for fair pay. I have worked for DOD for 19 years and during that time I have had 14 different supervisors and not one of them was civillian. That is a new supervisor every 1 yr and 3mos. Some of these people were not even from this career field. How can someone that is not familiar with my job rate me fairly. This is where my union rep. would be able to help if I am rated unfairly. My job is to support my country in any way that I can and when the time comes for me to retire I want to know that I did the best I could do. If NSPS is supposed to make it better for all DOD employees why were we not informed about these changes before this was signed into legislation.
