NSPS Does not address safe pay,and longivity ratings when accepting during priority placement for base closings and AA76 from fed.civil service positions to contracted services either on the same base or placement at a different DOD base or other Gov. Agencys.safe pay allows employee to keep his/hers present pay rate until the position they are in catchs up in that pay scale.# 9901.352, # 9901.354 also the employee will have to go through a probationary period every time he is reassigned or transfered # 9901.512,, under NSPS. a employee seeking reassignment or transfer to a different Gov. agency on his/her last apraisal will be the the deciding facture,instead of overall years of experience, training, both military and fed civil service. the new rules would allow a person with minimal time but with a recent higher appreasal to jump over a person with more time in with appreasals that are looked over a number of years. We have a good system in place right now , every year the employee is rated, on his /hers duty performance. Many of the same catagories are the same or very similar to the requirements use for the military.during feedback and the perminent report.your performace is either acceptable or not, theres no middle ground. This is already factured into the amounts of bonus's and time off awards.
