The proposed regulations state that employees will not lose pay when converted to the new NSPS system. I agree that they should not, however the regulations do not state that employees will not lose pay incresase potential. What I mean by "pay increase potential" is that upon conversion to the new pay bands, if GS-09's and GS-11's are grouped into one pay band, and the average annual increase for good performers is approximately 5%, a GS-09 will lose the potential to earn the wages of a GS-11 within 1 year. Currently, a good performing employee can make the jump from a GS-09 to a GS-11 in one year, which is equivilant to an approximate 20% wage increase in 1 year. Under a pay band that combines the GS-09 and GS-11 positions, it would take approximately 4 years for a GS-09 to reach the level of pay he or she could have reached in 1 year under the GS system. The same goes for GS-07 to GS-09 promotions. I am extremely concerned that the proposed NSPS system will have a negative effect on promotion potential of younger employees. Please provide me some assurance that the potential for younger employees to achieve 20% pay raises in one year by making the GS-9 to GS-11 jump under the current pay system will not be negatively affected by implementing the proposed NSPS system.
