( NSPS ) If allowed to be put in place will totally eliminate the Davis Bacon Act. which states pay rates on all federal installations will be at close parity with average union scale for similar work in that local area through out all areas of management, trades, temporary positions, ect, ect, on all Federal employee positions. This even applies to Contractor work either perminant, temporary or seasonal. NSPS would allow positions to be payed at McDonalds, Walmart, scale. Management would be allowed to cut employees pay by tweeking the system as they see fit to undermine the unions ability to oversee fairness to the employee by using the broad overall National Security reasons to change anything at anytime at any location to lower pay on all but the most senior positions within the federal goverment. This new system is so ripe of curruption at the beginning that it will only grow much worst as time goes on it will lower morale, pit employee against employee and create bad feelings between management and subordinates on a scale never before seen. Everybody below management will be constant fear not knowing if they will lose pay sometime down the road. long term plans on houses, autos, collage and ect. you could be able to afford something one month, then the next have it reposessed because your pay has been lowered not by anything you did but at the whim of managment within perposed NSPS regulations. PLEASE STOP THIS SYSTEM NOW
