Comments:
The regulation as a whole is too vague. It needs to be fleshed out with detailed information. One specific area that I noticed related to pay. I as an individual should be able to look at the regulation and determine where in the spectrum I will be starting. Also, I could not find anywhere in the document on how the NSPS system will work with the retirement system. It all comes down to; there is not enough substance in the document to meet the intent of either Congress or DOD.
