Upon reviewing the federal register I have the following comments to submit. Over the past 30 years I have seen many changes on rating and disciplining employees as well as rewards. Always it seems to me that management is not fair or impartial. I hope that the newly proposed changes can be more equitable and encourage employees to work together with management. Communication has always seemed to be a major stumbling block for managers. I don't see these issues being sufficiently addressed. It appears as though the new system needs more thought.
