I am very concerned about having my salary controlled/adjusted by my supervisor. Over the years, Government employees have been expected to do more and more with less and less, making it necessary for managers to be more like "player coaches." That is, most of their supervisory duties, from my experience, is secondary to putting out work. I've had to provide information to my supervisors for my yearly evaluations for at least the last 15 years (if not longer). I don't see any end to this, particularly in an organization that does its work on a directly reimbursable basis. It won't be feasible to let the supervisors supervise.
