NSPS RIN#3206-AK76/0790-AH82 - These new rules are full of problems. (1) Pay for performance is already in place i.e. GS step raises are supposed to be linked to performance and not automatic. Also Sustained Superior Performance Awards = Cash Awards; (2) The use of personnel actions along with work performance could allow for employees not to get a raise even with an outstanding rating; (3) Management will without explanation be able to reassign employees to locations in the name of National Security; (4) Employees that are reduced to a lower band will be reduced in base pay without greivance protections; (5) What protections do employees have against vindictive bosses (i.e. down grades to lower bands?)
