Subpart D-Performance Management 9901.405 B (4), (6) c Hold managers and supervisors accountable for effectively managing the performance of employees. This may lead to a conflict of interest.The problem of having ineffective military managers who outrank the civilian supervisor not enabling the civilian to perform well enough to get a superior performance rating. I do not see any apparent interest in military managers to promote NSPS, which is strictly for civilians. For instance, the military personnel continue to get annual pay raises based on LONGEVITY without regard to superior performance or poor performance. The pay pool manager should be composed of a group of individuals from a representative cross section of the civilian staff. I look forward to the changes NSPS is expected to produce. What is the plan if NSPS is a complete failure?
