Recruitment and Competitive Examining: It appears that Managers will still have to comply with the Veteran Preference Requirements... I thought the reform is to recruit the most HIGHLY Qualified Individual for the position...Will OPM screen the applications to ensure that we have the Best Qualified Individuals on the referral list...not just look at their Veteran Status? Based on current experience, OPM passes anyone on the referral list, even though they have no experience to support the mission that needs to be accomplished.
