9901.106 calls for a process continued collaboration with employee repersentatives. A proven process to use, instead of inventing a new process would be to utilize the effective partnership councils enacted under the Clinton Administration and utilized in most sucessful private organizations around the world. The "collaboration" process does not give the employee representative groups and buy in or sense of fulfilling purpose. Nor does it require a Management official to truthfully consider any input from others, but their superiors. If the new NSPS is to be trusted by employees, their representative, Congress, and the Taxpaying Citizens whom we are responsible to, the system must be above board and all shareholders be on equal level. Employee representative must have a greater say in the writing of regulations and adjustments of the system. This is REQUIRED in the enabling legislation and the expressed will of Congress.
