NSPS RIN#3206-AK76/0790-SH82 These new rules are full of problems (1) What protections do employees have against vindictive bosses (i.e. down grades to lower bands?); (2) Employees that are reduced to a lower band will be reduced in base pay without greivance protections; (3) Management will without explanation be able to reassign employees to locations in the name of National Security; (4) The use of personnel actions along with work performance could allow for employees not to get a raise even with an outstanding rating; (5) Pay for performance is already in place i.e. GS step raises are supposed to be linked to performance and not automatic. Also Sustained Superior Performance Awards = Cash Awards
