NSPS appears to be an attempt to undo 100+ years of Civil Service reform and go back to the standards of 1890s, is this really a good idea? Allowing management to determine "performance" for pay raises with little practical oversight will result in the "favored few" getting most raises and the rest of us losing ground to increased insurance witholding. In my work area, there does not seem to be un-necessary delay in hiring. Are we planning on dropping security background checks (the longest leg for most hiring)? Also, in my work area there seems to be little problem moving employees anywhere in the CONUS (or worldwide) when needed to support the DOD mission. DOD employees are giving up a lot, what is anyone (other than Management) gaining?
