The new Pentagon personnel system is merely an extension of the malevolent and malicious personnel system used at NAWCWD, Point Mugu, since 1992 and NAWCWD, China Lake, since 1980. It is nasty and vicious, giving total control to a bunch of malicious supervisors and managers who know how to do one thing very well: abuse their authority. Now they will have more authority than ever, and they will be accountable to no one. They will be more abusive than ever. Employees will be more scared than ever. The word terrorism almost applies to this situation. The employees will be so terrorized by the evil personnel system, that the workforce will have no one left to say no to anything management wants. Only toadies, lackies, and flunkies will be left, all of whom will say yes to anything management wants. Isn't that the way Hitler got started, in Germany, back in 1934, when the Reichstag passed to so-called ENABLING ACT??? Everyone who might or could say no was removed. Here we go again, right here in America, with this new personnel system, which has a LOT of the attributes of the 1934 Enabling Act built into it! The personnel system at NAWCWD Point Mugu and China Lake was so bad that it caused over 100 EEO complaints, MSPB complaints, and federal civil suits, including one current case started by yours truly (JOHN JAY v. GORDON R. ENGLAND, Secretary of the Navy). I personally know of 35 employees and former employees who initiated EEO, MSPB, or federal civil suits based in whole or in part on the so called Navy-China Lake Personnel Demonstration System, which is virtually identical to the new National SEcurity Personnel System. That new system is guaranteed to generated hundreds of MSPB complaints, federal civil suits, and thousands of EEO complaints.
