This new system will not benefit lower level employees. The supervisor has overall say on your pay raise by your supervisory appraisal. Not all supervisors are honest; they will appraise an employee low if they do not like them. Since there will be a pool of money to disseminate during the rating period, supervisors will be told to keep the ratings low to save money which will create a quota system. Also, if you do not agree with your appraisal it will be reviewed by a secondary review board. They will not overturn the primary reviewer. This is just a small part of the problems that will be encountered if you implement this plan. The government should review their hiring practices an not penalize all its employees for poor judgment in hiring.
