I am writing in regards to NSPS 2005-001 (RIN 3206-AK76), The rights of the worker to receive his/her annual payraise. This new regulation has taken rights of a worker, who has worked really hard year long to recieve an incentive to keep working hard. As a member of the federal workers community, We don't alway receive our pay raised annually. Those of us who have worked for over 5 years have to work and wait for 2 to 3 years for a payraise. These years put a strain on our pockets as the cost of living increases. I feel that all supervisors are not fair to their workers. What contingencies do we have that all supervisors will be fair enough to award our good work with a raise. The pay raise system was never a form of reward. That's what awards and incentive pays were used for. To reward a worker for excellent and beyond his working capability. If a employee is achieving the goals set for him, there should be no reason he is not rewarded his pay increase. This new system gives supervisor too much power over his/her employees. This system has not checks and balances and will leave the employees with no way to defend his chances to improve his quality of life. I don't agree with congress putting the workers at such a disadvantage.
