Many of the large Defense Contractors have pay banding currently. As evidenced by some of Boeing's recent actions, the system does not make the desired outcome of good performance the outcome that is always being rewarded. After reading the proposed rules, there is no check and balance to ensure ethics and fairness will prevail. When pay and promotions become a popularity contest, the desired outcome will NOT be realized and the opportunity for performance that is less than the current standard will become reality. If something is not broken, why fix it? What is broken about the current system?
