Pay Band: With regard to step increases, how is the system going to handle personnel that are approaching (within a CY) the date of next scheduled step increase. Example - Employee that is a GS 12 Step 9 and has fully successful performance rating and has been a step 9 going on three years. If the employee has not be given the step increase prior to switching over to NSPS, you have essentially taken upto 3 years of service away.
