Subpart B-Classifiction The present system has problems and I see the new system as trying to make it better. My biggest concern is that most supervisors of civilians are not qualified to supervise. Most military members don't know how to supervise. They are not trained. I have been in my present position since 1982 and have not progressed very far. It is due to my supervisors inability to supervise. With this new system, I forsee even greater problems. The mission is changing constantly and the work is being done but there is no compensation for the work. Regulations and guideline are slow to catch up with the times. This proposed National Security Personnel System has some good ideas but I think it needs to be looked at very carefully. Don't rush on making decisions that you will regret in the future.
