Quoting from your Myth section: Under NSPS, the overall amount of money that would have been used for the annual January pay adjustment, within grade increases, quality step increases, and similar payments, will be used for civilian pay and those funds will be protected. HOWEVER, the proposed NSPS pay system will distribute those funds based primarily on performance. End Quote. I smell a hidden agenda here. While the overall objective is to pay top performers bonuses and marginal performers no bonuses, you will in fact institute cost savings for the future. Eliminating annual pay raises will have the same effect as instituting the High-3 average salary for retirement did years ago. Actually, it will take the High-3 a step further - a High-3 Plus if you will. The irony will be that the top performers getting these great bonuses will be subjected to the High-3 Plus effect as well. Oh well, they too will catch on and coerce their supervisors into giving them base salary increases vice bonuses.
