On page 7555 of the Federal Register, the developers of NSPS list the Guiding Principles of NSPS. I see absolutely nothing in there about protecting the interests of the taxpayers. Regardless of what our individual duties are, the reason that our jobs exist are to protect the interests of the taxpayers. What NSPS really does is protect the interests of senior management. That may be well and good in the private sector, but Secretary Rumsfeld should be smart enough to discern that the interests of management are not necessarily the interests of the taxpayers. I have some grave concerns about whether this change is in the best interests of the taxpayers.
