It is interesting to note that OPM's involvement in NSPS was for *protecting Governmentwise institutional interests regarding the civil service system*. Gee, I thought that OPM was supposed to protect the employees who were supposed to protect the interests of the taxpayers. It is also interesting to note that the purpose of the proposed regulations is to establish a system designed to meet the statutory requirements, the NSPS KPPs and Guiding Principles. Nowhere is the taxpayer mentioned....
