There are already standards in place to deal with non-performers. It's just that supervisors have gotten lazy and aren't inforcing the present standards. Poor performers can have their step increases withheld, they're not automatic. With the new system there will not be a way to track that all superior performers are receiving the same pay raise percentage and this will create back stabbing and withholding of information in work places if people know their raise could be more if they do better and make their co-workers look worse.
