I have reviewed and feel that along with the implementation of the NSPS system, there needs to be an overhaul of the evaluation system currently used within Civil Service. The Navy overhauled its evaluation system years ago, this forced the leadership to make hard calls on who really was an Early Promote, Must Promote, Promotable, Progress Toward and Significant Problems. Based on the paygrade there were limited numbers of Early Promotes, and so on that could be assigned to each command. This forced leadership to take the hard look and make some hard calls at evaluation time. I think the same system could be put in place with NSPS and assign a % to the each ranking area to be associated with the pay increase based on performance. For example for an individual that gets a Early Promote recommendation should be entitled to a 3% increase in pay, Must 2% increase, and Promote 1% with the remainder getting 0. Have not seen anything with the new system on the grading criteria nor have I seen any training available for supervisors concerning appraisal training.
