I'm seeking clarification on the issue of Premium Pay, 9901.361, page 7584. Will the special conditons that warrant extra pay that are in place now still be included in the model for NSPS' pay banding? Of particular interest are those who work the overnight hours and receive night differential on a regular basis. I find the Federal register explaination of this area hard to understand.
