A change to the existing personnel management system could be of great benefit to everybody; employees and management. In that regards I view the National Security Personnel System (NSPS) as a noble effort to change a functioning but flawed existing system. However, I find the change to the proposed NSPS very disturbing as it does not allow for a trial period of a few years to determine if it actually better than the existing system. From what I have read and understand some variants of the proposed NSPS have been tried at a few locations with good results but there have also been other locations where the results were mixed or negative. The version of NSPS being proposed for DoD may be a great system, but there is no certainty of this now. I would not be averse to a trial implementation of NSPS except that there is no provision in it to discontinue its use in the event it proves to be a failure. Much has been stated by the government as to how NSPS will put the DoD personnel system on a more competitive basis; resembling private industry persoannel management. However, private industry can and will eliminate a new personnel system quickly once it is determined the new system is defective or a failure. The Federal Government does not have this flexibility. A trial of a predetermined duration should be a part of NSPS; with the provision of a return to the existing system should negative findings occur. As this type of trial is not included in the proposed NSPS I respectfully disagree with the implementation of NSPS.
