If you have a group of employees, say engineers, which work for the same supervisor. If their pay is based on performance, then the concept of teamwork, sharing information will be restricted. Why help someone get ahead of you? Under the current system it's to your benefit to work as a team, it makes everyone's job easier without any threat. In addition, I'm very concerned that the NSPS system will allow for more than average supervisory discrimination. For instance I know several people that are very good employees/workers that if it was left up to their immediate supervisor they would never get a raise simply because they are not part of a certain group. The streamlined hiring and disciplinary actions sound good, but leave the security of our pay raises alone, we are already under enough stress without adding the anxiety of, if you have a personally conflict with your immediate supervisor or upper management it will affect your pay.
