You can say what you want, but this is going back to the real old system of payment. It may start out with good intensions but it will end up being the same old good old boys pay, certain people will get raises while others won't. Even in the present system I know of cases where lower-graded people have been recommended for awards but have been turned down by the award review board because they stated they wanted to give the awards starting at the higher grades and ran out of money before getting down to the lower grades. At least with the present system everyone gets a COLA raise every year and some will get step increases every so often. You know as well as I do that with the budget situation there is not going to be enough money for the agencies to give raises to everyone that deserves one. It will have to be prioritized and someone will loose out which is not fair. The present system still seems the most equitable.
