Refer to comment tracking number OL-10504759. In the proposed rules, it is confusing where you have the statement in "Reassignment" and Reduction in Band". You state under reassignment that "If a move is involuntary due to unacceptable perfomance and/or conduct..... " and in the paragraph for Reduction in Band it states "If a move is involuntary due to an adverse action based on unacceptable performance and/or conduct". If you are going to use this statement in Reassignment, it should refer to Management directed reassignment and should also be an adverse action. Plus you state in Reassignment that a reduction in basic pay up to 10 percent and in Reduction in Band you state not to exceed 10 percent. Very confusing.
