Although change is difficult, I do understand that the current performance model is in need of modifications and/or changes. I also agree with the hiring and firing flexibility. My greatest concern is providing supervisors such power and authority. Not all workers are great nor are all supervisors fair and equitable. There have been experiences with great workers but a personal dislike from the supervisor. This new system is providing a tool for supervisors to harass and control. There is also the fear of nepotism within DoD agencies. In addition to the threat of contractors and others accepting illegal bribes and perks. Also, if agency budgets are reduced, does that mean pay scales will also decrease? Women and other minorites have it difficult receiving promotions, this new system will enhance what is currently wrong with the personnel system.
