Why is it necessary to change to pay bands? You can streamline the classification of positions and assignment of people (strengths of teh new system) without broadly changing the existing pay system. And, the current system can be tweaked in a way that managers could more easily reward performance. For example, there could be sub-steps between the current steps which could allow easier use of QSIs. Restrictions on which step to bring on a new employee could be relaxed. Restrictions on jumping grades could be relaxed. More positions could be tied to multiple grades (which is basically what the pay bands do), etc. More, frequent steps could be added above 10. Limitations on FLSA-exempt overtime should be eliminated. And so forth. This would keep the current protections in the regulations -- which protect employees from capricious bosses without a lot of excess or visible effort -- without tying a manager's hands for rewards. Don't throw out the baby with the bath water.
