I strongly believe the proposed NSPS will undermine the Civil Service and hurt the DoD employees overall. The first two years, employees will hardly notice a change, after that, just ask anyone currently in a Demo Plan. In the long run, a program as undefined as this will only create dishonesty, back biting, and dissention amongst all ranks.
