I thought that TAPES (The Army Personnel Evaluation System) was supposed to ensure greater employee and supervisor accountability with respect to individual performance expectations as well as organizational results (words taken from the Federal Register concerning NSPS). There was supposed to be greater counseling, adjustment of expectations, etc. If managers cannot used TAPES effectively, what makes the Pentagon think that this new system will be able to reward performance? In the past, I have been under three bosses who, under the new system, would've financially crucified me because I challenged their commitment to ethical behavior. As it was, I was able to resist their behavior without the need to resort to high-conflict challenges of performance ratings. Even then, I got screwed on end-of-year bonuses and I felt I could not grieve those just because of the effect the conflict would've had on future ratings. With the new system, there is no such check and balance.
