Adverse Actions - Subpart G You are leaving alot of subjectivity in the hands of managers. Will there be a table of penalties for supervisors to have at hand? What determines a removal actons versus a suspension? What is the difference in reduction in pay versus reduction in band (or comparable reduction)? Do not waive Chapter 43 especially since the new SES pay performance system still uses this chapter for establishment of a pay and performance system for executives. Why hasn't a list been identified for mandatory removal offenses especially since the issue of National Security is constantly through around as a reason for changing the General schedule system? I don't want a Secretary to determine what the offenses are at his own will or when he gets mad. Will these offenses be open for comment period? I believe performance improvement periods are necessary and should be maintained in the regulations. What do you call it when a manager makes the decision to send employees to training, giving regular feedback and counselling? I call it a performance improvement period.
